FTP - resume file transfer

1. We now allow resuming upload of files uploaded using FTP in last 24 hours. If a user tries to append/resume uploading a file that was not really uploaded via FTP or uploaded before 24 hours, then we are going to refuse upload and request a re-upload of the whole file.

2.  For example, in Filezilla FTP Client, users should configure filezilla to use "Ask for Action" setting under “File exists action”

3. Our recommended setting is "Ask For Action" and the user should select "Resume" when filezilla pops up the message for a broken upload/file exists

4.  Large file resumes will need higher timeouts, so we recommend a timeout of 600 seconds as below.
